Gramercy Prime is a local ambulatory surgery center (ASC) management and development group born out of the management team at Gramercy Surgery Center—a multiple-award winning surgery center in New York City.
As our team continued to gain deeper experience and a broader network in the ASC industry, we soon realized that we could lend this expertise to other groups looking to develop or manage ASCs, without the need to bring in larger, more complicated management teams. After decades of experience managing our own facilities, we have built up a vetted network of industry partners and have boiled down the important aspects of operations. We hope to be able to share our experiences with your team so that your project is set up for success from Day 1.
Austin Cheng has built his experience and reputation in the ambulatory surgery industry by serving as the second Chief Executive Officer and owner of Gramercy Surgery Center—taking on the role after his mother, who founded Gramercy, passed away in early 2020. Since taking on leadership over Gramercy Surgery Center, Austin has driven the two New York City facilities to become the #1 and #2 ranked ambulatory surgery center in New York State by Newsweek for 2021, 2022, and 2023, and has helped the organization’s Manhattan facility achieve the ranking of #2 in the nation in 2023.
Austin is a lawyer by trade—previously serving both as a criminal prosecutor and defense attorney while on Active Duty with the US Army. Austin is a proud alumnus of Union College, Brooklyn Law School, and Cornell University (where he attained a Masters in Health Administration). Austin is also an active member of the New York City Bar Association Health Law Committee. He has been recognized as a Fellow of the American College of Healthcare Executives (FACHE) and also holds a certification as a Lean Six Sigma Black Belt.
As a teenager, Austin grew up with talk of ambulatory surgery centers around the dinner table; through Gramercy Prime, he now uses his experience as a second-generation ASC owner/operator to help others develop a surgery center of their own.
Jeffrey Flynn has more than two decades of experience in New York’s healthcare industry and serves as Chief Operating Officer of Gramercy Surgery Center. His areas of expertise lie within ambulatory surgery center administration as well as physician practice management and development. Jeffrey has been vital in creating and expanding Gramercy Surgery Center’s network of physicians and is an ongoing wealth of institutional and industry knowledge. He has been previously retained to develop non-Gramercy Surgery Center facilities in New York City and has become well known throughout the national ambulatory surgery center.
Jeffrey also serves as the Vice President of the New York State Association of Ambulatory Surgery Centers (NYSAASC) and helps lead the programming for the Association’s annual conferences.
After serving twenty years at the facility level with the Gramercy Surgery Center family, Jeffrey has set his sights on lending his experience to others who hope to develop their own freestanding ambulatory surgery center in the NY metro area.
As ASC business owners and operators ourselves, we understand the responsibility of management as well as the nuances of navigating the regulations across the New York Tri-State area. From ideation, to CON application, to all aspects of ongoing management—or if your group simply needs a limited scope consultancy—our team is ready to work with you. In short, we are a (purposely) lean full-service ASC management and development company looking to partner with the right groups on the right projects in the New York Metro area.
Our ideal partners are those who are passionate about starting an ambulatory surgery center but wish to leave the development or management to a team with more experience in the space. Our current clients are: smaller physician groups actively opening their first ASC; large surgical groups analyzing whether to proceed with a development project without hiring a national ASC management team; and large PCP groups that hope to activate shared savings from alternative payment models but who do not have experience in developing ASCs. Although we are nimble and have a flexible partnership structure, not every opportunity is a good fit for a number of reasons.
